Quatro estrangeiros foram constituídos arguidos na madrugada de sexta-feira, em Setúbal, por suspeita de auxílio à imigração ilegal, falsificação de documentos e casamentos de conveniência. Os suspeitos faziam destas actividades uma forma de obter lucros elevados.
Segundo o comunicado do SEF, a acção foi desenvolvida juntamente com a PSP, pelo menos nas quatro buscas domiciliárias feitas às casas dos indivíduos. O SEF diz que a investigação visa "desmantelar uma organização criminosa de cariz transnacional que se dedica, de forma reiterada, à aquisição de bilhetes de identidade" portugueses. Os documentos de identificação provêm de zonas economicamente degradadas, são falsificados e posteriormente vendidos a cidadãos de outros Estados membros da União Europeia em situação irregular no País.

Leiria: Tentativa de assalto terá precipitado o homicídio
Jardineiro morto à facada
Um jardineiro da Câmara Municipal de Leiria, de 49 anos, foi assassinado com uma facada certeira no coração, anteontem à noite, em Leiria, durante uma tentativa de assalto. O crime ocorreu quando ainda haviam festejos da vitória do Benfica e a poucas dezenas de metros da Feira de Maio, que decorre na cidade. O assassino ainda não foi capturado pelas autoridades policiais, que procuram um homem ainda jovem, negro, "alto e forte".

Vítor Barbeiro Guarda era solteiro e regressava a casa, na Quinta de Santo António, pelas 23h00, depois de ter estado a trabalhar na Feira de Maio, quando foi atacado, na rua da Palmeira, ao que tudo indica por um homem que o tentou assaltar. Segundo fonte policial, não há testemunhas da tentativa de assalto nem do esfaqueamento, mas as duas primeiras pessoas a chegar junto da vítima ainda viram "um homem a fugir, de origem africana, com uma faca na mão".
O jardineiro foi atingido com um golpe profundo junto ao coração e outro no pescoço, tendo sido transportado ao Hospital de Santo André, onde veio a falecer. As circunstâncias da morte de Vítor Guarda causaram estranheza aos familiares. Segundo Márcio Antunes, sobrinho da vítima, "a carteira e os documentos desapareceram, mas os telemóveis estavam com ele, o que é estranho se a intenção fosse o roubo", disse ao CM.
Vítor Guarda partilhava o apartamento com uma mulher, a quem arrendara um quarto há pouco tempo, depois da saída de um outro rendeiro. Além de trabalhar como jardineiro na Divisão de Parques e Espaços Verdes da Câmara de Leiria, Vítor Guarda era também massagista das equipas de futsal do Núcleo Sportinguista de Leiria (NSL), onde a notícia da sua morte foi recebida ontem com surpresa.
"Ele era um homem pacato, não se metia em confusões e apesar de ser um sportinguista ferrenho, não era pessoa para andar a discutir com os adeptos de outros clubes", garantiu ao CM Pinto da Gama, presidente do NSL.

Europe has put up 750 billion euros in an effort to stop speculation against the European common currency. Still, it remains to be seen if financial markets will learn their lesson. After all, speculators aren't even being punished for the damage they have caused. But they should be.
At least €750 billion! This weekend, Europe's politicians came up with an unprecedented rescue package in their bid to gain the upper hand on the financial markets. In the language of the capital markets: The politicians are once again ahead of the curve. The partly euphoric reaction on the markets also speaks in favor of a turnaround. The euro even rose strongly against the dollar.
Was this massive rescue action necessary? That question is difficult to answer. There is no way of assessing the value of any alternatives -- or to let the rescue package for Greece have an effect first. However, we know from previous crises that simply running after the markets brings little success. One has to succeed in surprising them and in rapping the protagonists on the knuckles. That is exactly what the European Union can finally do now. If the euro climbs in value in the coming days, then many speculators will have to react and end their bets on it to ensure that they don't end up losers themselves.
Under the postulate that politicians had to act now, the finance ministers of the 27 EU states gave out the right signal late into Sunday night: They erected one of the biggest stop signs for speculation ever build. The European Commission and the member states are making €500 billion ($641 billion) available in loan guarantees to struggling countries, augmented by at least €250 billion ($320 billion) from the International Monetary Fund (IMF). This sum is designed to calm the markets and end the speculation against the euro.
An Important Omission
However, there is also the danger of a significant false incentive. Economically weak countries with high budget deficits and large mountains of debts could see the rescue package as an invitation to ask for help from their partners in the case of an emergency.
That is why it is important that the IMF be involved. Its tough rules on cleaning up state finances are the preconditions for any possible aid to Spain, Portugal and Co. Tougher sanctions within the euro zone against those who break the rules will thus be possible. That is an important step.
Nevertheless, the EU finance ministers have made one important omission: They should have consistently tied in the creditors of the state debts. The involvement of the creditors -- for example writing off part of the loans -- is necessary to strengthen the risk awareness on the financial markets.
The Greek crisis has shown once again how unrealistic it is to assume that the capital markets will immediately answer aberrations with higher risk premiums. In the first eight years following Greece's entry into the euro zone, risk premiums for the state bonds actually sank to such a low level that the purchase of Greek bonds must have seemed almost risk-free.
It was only after the Greek government admitted last autumn that there were massive budget problems that the markets reacted with increased risk premiums. It was because they had been caught napping themselves that the creditors now have to be shown that they too carry a responsibility for the disaster. If they don't see that they also made mistakes, then they could end up believing that they will always be let off the hook. The fact that the creditors to Greece and other problem countries are not being made take part in cleaning up the budget problems is the central failure in this rescue package.
Euro Zone Could Still Fall Apart
It is also of concern that the European Central Bank (ECB) is to buy government bonds from deficit countries. That weakens the bank's credibility. After all, it is not just the financial markets but also many citizens who worry about whether the euro can remain stable in the face of all the member states' huge debts. The lesson from history, that governments like to use inflation as an escape route, makes many deeply wary. In that regard, any attack on the ECB's independence is fatal.
Whether the rescue package will protect the euro from collapsing in the long term depends on how seriously the deficit countries are about consolidating their budgets. If discipline is lacking, despite the IMF oversight, then the currency union could still break apart.
Countries like Germany that had a strong currency before the euro could then feel forced to leave the euro zone and push forward with a smaller and stronger currency union. That, however, looks far less likely after this weekend's events. Greece, Spain and Portugal have now agreed to make even more of an effort to clean up their public finances.

Falha judicial dá a liberdade a quatro traficantes espanhóis

Uma das principais investigações da PJ de combate ao tráfico de droga, que conduziu à apreensão de cerca de uma tonelada de cocaína, foi posta em causa por uma falha judicial que conduziu à libertação dos quatro arguidos, de nacionalidade espanhola, soube o JN.
Em causa está uma operação da Polícia Judiciária (PJ), em Dezembro de 2008, em Grândola, que levou à intercepção de um transporte de cocaína para Espanha, com base em informações fornecidas pelos norte-americanos da DEA às autoridades portuguesas. Foram detidos os quatro suspeitos, quatro espanhóis que acabaram por ser libertados por excesso de prisão preventiva.
O processo, com o número 460/08.1JELSB-B.L1, foi investigado pela então Direcção Central de Investigação ao Tráfico de Estupefacientes (DCITE), da PJ, sob tutela do Departamento Central de Investigação e Acção Penal (DCIAP), do Ministério Público, de Cândida Almeida, enquanto a prisão preventiva tinha sido decretada pelo juiz Carlos Alexandre, do Tribunal Central de Instrução Criminal (TCIC).
A ilegalidade foi detectada pelo advogado dos arguidos, Hernâni Lacerda, após o DCIAP ter alegado a especial complexidade do processo para garantir a manutenção da prisão preventiva, mas já tardiamente, uma vez que não dava tempo aos arguidos para se pronunciar, como a lei impõe. Carlos Alexandre ainda tentou salvar o inquérito, cobrindo a falha do MP e declarando a especial complexidade, mas o advogado recorreu para o Tribunal da Relação de Lisboa, que deu razão à defesa e concluiu pela imediata libertação dos arguidos,
O caso ocorreu já em finais do ano passado, em Outubro, mas a manutenção do segredo de justiça tem ajudado a manter a falha judicial dentro, apenas, dos círculos judiciais e da Polícia Judiciária. O JN sabe, no entanto, que na da PJ o espanto e a irritação é grande, uma vez que toda a investigação pode ter ido por água abaixo, pois a prisão preventiva tinha sido decretada tendo em conta o perigo de fuga dos arguidos e a possibilidade de, estando em liberdade, poderem interferir nas investigações, tanto mais que se trata de tráfico internacional. O JN contactou o TCIC, no sentido de obter um comentário à decisão da Relação, mas não houve resposta, quanto ao DCIAP, o comentário surgiu através da Procuradoria-Geral da República: "O processo corre os seus termos e está em segredo de justiça. O DCIAP não comenta decisões judiciais". Hernâni Lacerda não quis comentar.
