Festa africana acaba à facada
Três jovens esfaqueados. Foi este o resultado de uma festa com temática africana que decorreu, ontem de madrugada, na discoteca Top 60 Dancing, no concelho de Olhão.
A festa Night of Dreams, que juntou vários artistas africanos e onde estavam muitos jovens de uma excursão, em três autocarros provenientes de Lisboa (sem ligação à festa), tornou-se violenta pelas 05h00, quando se iniciou uma rixa entre alguns adolescentes. Na sequência dos desacatos, três jovens, dois portugueses, de 16 e 17 anos, e um guineense, de 20, acabariam por ser esfaqueados.
Quando a GNR chegou ao local, a rixa já tinha terminado e três jovens tinham sido assistidos pelo INEM e estavam a ser transportados para o Hospital de Faro (HdF), onde deram entrada com ferimentos ligeiros. O jovem guineense teve alta ainda durante a manhã de ontem, enquanto os dois portugueses, moradores na zona de Oeiras, na Grande Lisboa, tiveram alta do HdF mas foram transferidos para um hospital da área de residência. As autoridades não conseguiram recuperar as armas do crime, mas estão a analisar os acontecimentos nas imagens de videovigilância
Fonte do Top 60 garantiu ao CM que houve "um bate-boca dentro da discoteca", mas a "confusão passou-se já no parque de estacionamento".

A IMIGRAÇÃO NÃO É BENÉFICA PARA A ECONOMIA

Immigration should be capped, according to a parliamentary report published today which concludes that record numbers of new immigrants have had “little or no impact” on economic well being.
Some groups, including the low-paid, young people seeking jobs and some ethnic minorities, may have suffered because of competition for work from immigrants willing to accept low wages and poor working conditions.
Today’s report, from the Lords Economic Affairs Committee, whose members include two former Conservative Chancellors of the Exchequer, seeks to undermine the Government’s claim that record levels of immigration have boosted the economy.
It also sets out to demolish a range of arguments in favour of immigration, including the one that foreigners are needed to prevent labour shortages and also to help to support an increasingly ageing population.

The report endorses the Conservative policy of capping immigration by urging ministers to set an “explicit target range” for numbers entering the country. Controversially, it also raises the prospect of cutting the number of partners and other family members allowed to settle in Britain because a relative is already here.
And it suggests that, if the predicted 190,000-a-year net migration rate continues, house prices would be 10 per cent higher in 2028 than they would have been if there was zero net immigration.
Lord Wakeham, the former Conservative Cabinet minister who chaired the Lords inquiry, said: “The argument put forward by the Government that large-scale net immigration brings significant economic benefits for the UK is unconvincing. We have found no evidence to support their position.”
The Government has said that immigrants are boosting the overall economy by £6 billion a year, but the committee said that this was a misleading measure and a better one would be the impact on income per head of the resident population. “On this measure, immigration has had a largely neutral effect on economic wellbeing, with the income of some groups of low-paid workers actually falling,” it said.
It added that the available evidence suggested immigration had had a small negative impact on the lowest-paid workers and a small positive impact on the earnings of hgher-paid workers. “Resident workers whose wages have been adversely affected by immigrations are likely to include a significant proportion of previous immigrants and workers from ethnic minority groups,” the report added.
Lord Layard, an economist and Labour member of the committee, gave warning that Britain would face significant pressure from immigration for years. “We will have a permanent pressure of people to move in our direction. Britain has an extra resource, the English language, for attracting people here. There is no doubt whatever that the pressure will remain for half a century or more,” he said.
The findings of the 82-page report were seized on by the Conservatives and Migrationwatch, the organisation that campaigns against mass immigration. David Davis, the Shadow Home Secretary, said: “This cross-party committee of distinguished peers has demolished the Government’s case on several fronts. They show unequivocally that the benefits of the current immigration policy to ordinary UK citizens are largely non-existent.”
Sir Andrew Green, chairman of Migrationwatch, said that the report was a watershed. “A heavyweight committee of Parliament has torn to shreds the Government’s economic case for the massive levels of immigration which they have actively encouraged.
“Having lost their smokescreen of dodgy economic arguments, they now have no alternative but to implement a sharp reduction in numbers. The public will accept nothing less.”
But Neil Carberry, head of employment at the CBI, said: “In the global economy, businesses need a flexible immigration system that allows them to source the skills they need when appropriate UK-born staff cannot be found.”
He said that businesses were daily filling jobs which, without migration, would have been left empty.
Liam Byrne, the Immigration Minister, welcomed the report and insisted it proved that the Government was right to ask the independent Migration Advisory Committee to tell ministers which workers the new Australian-style points system should keep out or let in. He added: “What’s more, our plan for earned citizenship will mean that only those who can speak English, pay taxes and obey Parliament’s law will be able to earn the right to stay.”
The Lords committee comprised five Labour and five Conservative peers, including Lord Lamont of Lerwick and Lord Lawson of Blaby, both former Tory Chancellors, two Liberal Democrats and four crossbenchers.

Naturalizações duplicaram com nova lei
50% dos pedidos são de países de língua portuguesa
O número de estrangeiros que em 2007 obteve a nacionalidade portuguesa mais que duplicou face a 2006. Das mais de sete mil naturalizações concedidas neste ano passou-se para 16 205 em 2007. Isto significa que, em um ano, o Ministério da Justiça concedeu tantas naturalizações como nos dez anos anteriores. É este o resultado da nova lei da nacionalidade, em vigor desde 1 de Janeiro do ano passado, que torna mais fácil o processo de naturalização, sobretudo para os que nasceram em Portugal. As associações reconhecem-lhe virtudes, mas acham que poderia melhorar ao nível da burocracia e do tempo de espera.
"Esta lei surge um pouco em contraponto com a realidade dos outros países europeus. Constitui inquestionavelmente um avanço e tem aspectos muito positivos, mas pode melhorar ainda mais", defende o sociólogo cabo-verdiano Paulo Mendes, presidente da Plataforma das Associações de Imigrantes (PAI).
A actual lei continua a privilegiar a nacionalidade dos pais (jus sanguis), mas reforça a importância do território de nascimento (jus solis). Daí que sejam as crianças e os jovens nascidos em Portugal a obter mais rapidamente nacionalidade portuguesa.
Outra das principais novidades é a diminuição do tempo de residência legal em território nacional, que passou a ser de seis anos para todos os cidadãos estrangeiros, possibilidade que anteriormente só era atribuída aos oriundos das Comunidades dos Países de Língua Portuguesa.
Choveram os pedidos para aquisição da nacionalidade portuguesa a partir de 2007, mas apenas foram aceites 20019 processos até 31 de Dezembro, e destes 16 205 já têm aprovação, segundo dados do Ministério da Justiça. E esta é outra das novidades, já que, entre 1993 e 2006, foi o Serviço de Estrangeiros e Fronteiras (SEF) a aceitar e a instruir os processos para aquisição da nacionalidade.
Em 2006, as concessões de nacionalidade tinham sido de 7662, já de si um ano atípico porque representou cinco vezes mais que em 2005. É que o SEF pretendeu concluir todos os processos pendentes antes de passar a pasta para as conservatórias. Mais de 50% das naturalizações concedidas são de imigrantes oriundos de Cabo Verde, Brasil, Angola e Guiné-Bissau.
O presidente da Casa do Brasil, Gustavo Behr, diz que a estatística esconde as dificuldades burocráticas. "Tem sido complicado obter o registo criminal e as certidões de nascimento, até porque o Brasil é um país muito grande", justifica, sublinhando: "É muito importante que continue a manter-se este ritmo de concessões para permitir que mais estrangeiros tenham acesso à nacionalidade portuguesa". A Casa do Brasil, à semelhança do que acontece com outras associações de imigrantes, celebrou protocolos com a Conservatória dos Registos Centrais no sentido de melhor encaminhar os imigrantes.
A PAI vai apresentar sugestões ao Governo para agilizar o processo. Paulo Mendes aponta quatro problemas a resolver: os analfabetos que não podem provar que têm conhecimentos da língua portuguesa; as pessoas que nasceram num país, emigraram para outro e agora estão em Portugal e que não conseguem o registo criminal do país de origem, os jovens nascidos depois de 1982 e que têm dificuldade em obter o registo criminal do país dos pais e os imigrantes que já cumpriram pena de prisão.

IMIGRAÇÃO E TRAFICANTES DE DROGA
Lisboa acolhe hoje uma conferência internacional sobre o narcotráfico na Guiné-Bissau com o objectivo de obter o financiamento necessário para pôr em prática o plano operacional de apoio ao governo guineense para o combate ao narcotráfico, elaborado com o apoio do gabinete da ONU para as drogas e a criminalidade. O país tem servido de armazém e placa giratória da droga para a Europa.
Na passada quarta-feira, o director executivo do Departamento para as Drogas e Crime da ONU, António Maria Costa, afirmou numa reunião do Conselho de Segurança da ONU que o dinheiro da droga “está a perverter a economia guineense e a apodrecer a sociedade” e que os traficantes “estão a infiltrar-se nas estruturas do Estado e a actuar impunemente”.
Um relatório da consultoria britânica de segurança Jane’s Foreign Report adiantou que o tráfico de drogas para a Europa está a ser cada vez mais abastecido por um “corredor lusófono transatlântico”. A droga proveniente da América Latina é transportada para o continente europeu via Guiné-Bissau e Cabo Verde, ao passo que Angola e Moçambique servem de passagem para África do Sul. A Guiné-Bissau e Cabo Verde são também utilizados para o transporte de imigrantes ilegais para a Europa via Canárias. Ainda segundo o relatório, a Guiné-Bissau proporciona condições seguras para os traficantes devido à sua falta de meios técnicos e policiamento de 80 ilhas do arquipélago de Bijagós. A droga produzida na Colômbia, Venezuela, Brasil e Bolívia está a ser desviada para a Guiné-Bissau e daí enviada para a Europa através de duas portas de entrada preferenciais: Portugal e Espanha.

Na passada quarta-feira, o director executivo do Departamento para as Drogas e Crime da ONU, António Maria Costa, afirmou numa reunião do Conselho de Segurança da ONU que o dinheiro da droga “está a perverter a economia guineense e a apodrecer a sociedade” e que os traficantes “estão a infiltrar-se nas estruturas do Estado e a actuar impunemente”.
Um relatório da consultoria britânica de segurança Jane’s Foreign Report adiantou que o tráfico de drogas para a Europa está a ser cada vez mais abastecido por um “corredor lusófono transatlântico”. A droga proveniente da América Latina é transportada para o continente europeu via Guiné-Bissau e Cabo Verde, ao passo que Angola e Moçambique servem de passagem para África do Sul. A Guiné-Bissau e Cabo Verde são também utilizados para o transporte de imigrantes ilegais para a Europa via Canárias. Ainda segundo o relatório, a Guiné-Bissau proporciona condições seguras para os traficantes devido à sua falta de meios técnicos e policiamento de 80 ilhas do arquipélago de Bijagós. A droga produzida na Colômbia, Venezuela, Brasil e Bolívia está a ser desviada para a Guiné-Bissau e daí enviada para a Europa através de duas portas de entrada preferenciais: Portugal e Espanha.
