L'Hospitalet y Badalona piden negar 'papeles' a los incívicos

L'Hospitalet de Llobregat y Badalona, las dos ciudades catalanas con mayor número de habitantes después de Barcelona, aprobaron ayer sendas mociones en las que piden al Gobierno que niegue la residencia a los inmigrantes incívicos. La moción de L'Hospitalet, impulsada por el PSC y respaldada por todos los grupos salvo Iniciativa, considera que el consumo de alcohol en la vía pública, la venta ambulante ilegal o las molestias por ruidos deben ser motivo para denegar la petición del permiso de residencia por arraigo o la reagrupación familiar.

El PP de Badalona propuso ayer por la tarde una moción casi idéntica, pero el equipo de gobierno de esa ciudad (PSC, CiU y ERC) aprobó un texto que se refiere solo a la petición de arraigo. El Ayuntamiento considera que existen "dudas legales" para aplicar el incivismo a los casos de reagrupación familiar. "Vivir en familia es un derecho fundamental", señalaron fuentes municipales.

Búlgaros foram mortos à chegada
O resultado das autópsias aos corpos dos três búlgaros assassinados a tiro, em Aljustrel, revela que as mortes ocorreram logo na quarta-feira – dia em que foram atraídos ao Alentejo para a compra de cobre roubado, apurou o CM. O casal Vascil e Sasca, 55 e 50 anos, e o amigo Yriacen, de 39, acabaram abatidos a tiros de caçadeira, ficando sem os dez mil euros que levavam para fechar o negócio.

A PJ não tem dúvidas de que os assassinos em fuga, provavelmente já escondidos em Espanha, são ladrões de cobre, que montaram uma cilada aos três imigrantes. Estes crimes são habitualmente investigados pela GNR em todo o Alentejo – e fontes da Guarda dizem ao CM que se trata de gangs organizados e cada vez mais violentos na forma de actuação.

Os roubos de cobre ocorrem sobretudo durante a noite e deixaram de ser praticados a solo. São executados em conjunto. "Agora é mais frequente encontrar grupos armados a actuar neste tipo de crime".

Os búlgaros, recorde-se, saíram da Quinta do Conde, Sesimbra, na tarde de quarta-feira e já não voltaram a dar sinal de vida. Exames medico-legais no Hospital de Beja confirmam que as mortes ocorreram nesse dia, apesar de os corpos só terem sido encontrados por agricultores na manhã de sábado. A PJ já tem grupos referenciados e partilhou informação com as autoridades espanholas.

É má gestão?
MAV: Não sei se é má, mas no mínimo é curiosa. Tal como é curioso que a lei preveja, há anos, os centros de instalação temporária. Mas o serviço tem apenas um centro na cidade do Porto. E de cada vez que é despachada por um juiz a instalação de um cidadão estrangeiro no centro vão dois ou três funcionários numa viatura do SEF de Faro ao Porto.


A direcção do SEF não tinha decidido transferir o centro do Porto para Lisboa?
MAV: As instalações existem mas foram emprestadas à Câmara de Sintra, que fez obras numa escola e necessitava de um sítio para as crianças. É uma pretensão estimável, mas se de cada vez que um cidadão estrangeiro que tiver de ser evacuado de Coimbra, de Lisboa ou de Faro tiver de ir para o Porto, é caricato. O cidadão é detido no centro do Porto, mas, se entretanto entrar um pedido de habeas corpus, tem de ir uma viatura buscá-lo ao Porto para o apresentar na Relação de Évora. Se o juiz determinar que a detenção é legal, voltamos para o Porto.

Varias marchas exigen el cierre inmediato de las 'cárceles' de inmigrantes

Cientos de personas se han echado a la calle en varias manifestaciones simultáneas para exigir el cierre de los Centros de Internamiento de Extranjeros (CIES). Convocados por asociaciones y ONG, han denunciado que estos centros son "verdaderas cárceles" donde se encierra los inmigrantes por "no tener la documentación".

Con motivo del Día Internacional del Migrante, varias marchas han recorrido Barcelona, Valencia, Málaga, Motril, Granada y Algeciras. La manifestación principal se ha desarrollado en Madrid, donde se han reunido cientos de personas para denunciar las practicas "racistas" en la Europa de los derechos.

Una decena de organizaciones sociales, ONG y colectivos han convocado la manifestación, que se ha desarrollado bajo la consigna "Cerremos Los CIES. Por un mundo sin fronteras".

La marcha de Madrid, que estuvo precedida de una serie de actuaciones de un grupo percusionista y una performance, mostró una pancarta con el mensaje "Cerremos los CIES por un mundo sin fronteras". Algunos manifestantes llevaban carteles en las que se leía "Ningún mantero en prisión", "Vergüenza" o "Stop a los controles".

Los convocantes han exigido el cierre "incondicional" de los CIES, que consideran "verdaderas cárceles" donde miles de inmigrantes que no han cometido delito alguno son encarcelados únicamente por "no tener la documentación" que se les exige para residir y trabajar en España.

También han denunciado que en estados de la "Europa de los derechos" se realizan deportaciones masivas, redadas selectivas y denegación de derechos a los inmigrantes, y que han aparecido movimientos de carácter xenófobo.

Las organizaciones convocantes en Madrid han sido SOS Racismo Madrid, Federación Regional de Asociaciones de Vecinos de Madrid (FRAVM), Médicos del Mundo, Brigadas Vecinales de Observación de Derechos Humanos, Asociación de Sin Papeles de Madrid (ASPM), Centro Panafricano y Colectivo Libertario Antirracista, entre otras.

Usaram escavadora para arrancar multibanco

Uma caixa multibanco foi furtada na madrugada de hoje, quinta-feira, na povoação de Oriola (Portel), tendo os autores utilizado uma retroescavadora roubada para arrancar a máquina e destruir a fachada do edifício onde estava instalada, revelou a GNR.

O alerta para o furto, adiantou à Agência Lusa fonte da GNR, foi dado por um morador local, que "ouviu barulho, por volta das 3 horas, e telefonou para o 112".

A GNR suspeita que o crime terá sido perpetrado por "um grupo de indivíduos" que, na mesma madrugada, roubou uma retroescavadora do estaleiro da Junta de Freguesia de Oriola.

"Depois, usaram essa retroescavadora para, literalmente, destruir a fachada do edifício onde estava instalada a máquina ATM", explicou a mesma fonte policial.

A caixa Multibanco estava localizada numa casa que é também propriedade da junta de freguesia local e, depois de a conseguirem arrancar, os suspeitos colocaram-se em fuga.

Segundo a GNR, estão a ser desenvolvidas diligências para apurar a identidade dos autores do furto e o seu paradeiro.

"Já temos algumas suspeitas, nomeadamente através de uma carrinha que apareceu abandonada, mas ainda estamos a investigar", limitou-se a acrescentar a fonte.

O sociólogo sugeriu um modelo em que se estabeleça um tecto nas pensões, fazendo reverter os ganhos desse tecto a favor das reformas baixas. Un coronel del Servicio de Espionaje Exterior (SVR) de Rusia apellidado Scherbakov fue el traidor que entregó la red de espías rusos desarticulada hace unos meses en Estados Unidos, según reveló este jueves el periódico 'Kommersant'.

Scherbakov era el jefe el departamento estadounidense de la dirección "C" del SVR, responsable del trabajo con los agentes que trabajan sin cobertura oficial, y desertó en junio de este año, días antes de que los espías fueran detenidos, según una investigación efectuada por el rotativo.

"Ha sido producto de una traición y los traidores siempre terminan mal. Terminan mal ya sea por el alcohol o las drogas, tirados en la cuneta", citó 'Kommersant' que fue la reacción del primer ministro de Rusia, Vladímir Putin, tras conocer que se había desmantelado la red en Estados Unidos.

El periódico resalta que no cabe ninguna duda de que ya entonces el jefe del Gobierno ruso sabía el nombre del traidor, pero se abstuvo de hacerlo público.

Búsqueda del 'traidor'
"Sabemos quién es y dónde está. Habrá traicionado por dinero o por otro motivo, pero puede estar seguro de que un 'mercader' (en alusión a Ramón Mercader, agente soviético que asesinó a León Trotski en Ciudad de México) ha sido enviado ya tras sus pasos", dijo a 'Kommersant' un alto cargo de la Presidencia rusa.

De acuerdo con la investigación realizada por el periódico, la hija de Scherbakov vivía hace mucho tiempo en Estados Unidos.

"Es extraño que nadie se haya preocupado por el hecho de que una persona en ese cargo tuviese familia en el extranjero. Éste es uno de los muchos asuntos que interesan a la investigación", dijo al diario un agente de los servicios secretos.

Asimismo, agregó que en organizaciones muchos menos secretas son más estrictos en ese tipo de situaciones y citó el caso de un funcionario del Consejo de Seguridad de Rusia que fue despedido porque una de sus familiares planeaba casarse con un extranjero.

"En este tipo de situaciones, el SVR debe ser no simplemente estricto, sino súper estricto", enfatizó.

Thilo Sarrazin:
German central banker Thilo Sarrazin is being pilloried over his polemic chastising of Muslims, but there are a few things his critics clearly fail to understand. You can't cast away what the man embodies: The anger of a German people who are tired of being cursed at when they offer to help foreigners to integrate.

Nothing is as it used to be. In this season of public outrage, the case of Thilo Sarrazin has grown far bigger than Sarrazin. It's much bigger than the man or the Islam-critical book he wrote.


The Sarrazin case is also a Merkel case, a case for his party, the center-left Social Democrats, and for the German political and media establishment. Sarrazin has become code for the outrage over how the politically correct branch of Germany's consensus-based society have dispatched their stewards to escort this unsettling heckler to the door. On their way, they seem to be trying to teach him a lesson, as well: "We will beat tolerance into you."

Sarrazin isn't telegenic and he often gets tangled up in statistics. When it comes to styling, he's at a loss -- he is unkempt when he appears on the myriad talkshows that keep our entertainment society going. He slips on one banana peel of political correctness after another, opening himself to attack with his statements about genetics. But his findings on the failed integration of Turkish and Arab immigrants are beyond any doubt.

Sarrazin has been forced out of the Bundesbank. The SPD wants to kick him out of the party, too. Invitations previously extended to Sarrazin are being withdrawn. The culture page editors at the German weekly Die Zeit are crying foul and the editors at the Frankfurter Allgemeine Zeitung are damning Sarrazin for passages he didn't even write.

Technicians of Exclusion

But what all these technicians of exclusion fail to see is that you cannot cast away the very thing that Sarrazin embodies: the anger of people who are sick and tired -- after putting a long and arduous process of Enlightenment behind them -- of being confronted with pre-Enlightenment elements that are returning to the center of our society. They are sick of being cursed or laughed at when they offer assistance with integration. And they are tired about reading about Islamist associations that have one degree of separation from terrorism, of honor killings, of death threats against cartoonists and filmmakers. They are horrified that "you Christian" has now become an insult on some school playgrounds. And they are angry that Western leaders are now being forced to fight for a woman in an Islamic country because she has been accused of adultery and is being threatened with stoning.

Strangely enough, a good number of our fellow Turkish citizens are more outraged by Sarrazin's book than they are about those things.

Should those Turkish immigrants fortunate enough to have exemplary careers not start exerting a bit of influence over their fellow immigrants and their neighborhoods, so that the Koran shows its gentler, more charitable face? Isn't it time for them to stand up and show their backing for plurality and freedom of expression?

That certainly wasn't the case recently when the Migration Board, an umbrella group for immigrant organizations in Berlin, spoke out successfully against a reading by Sarrazin during the International Literature Festival in the German capital. Bernd Scherer, who heads the House of World Cultures, the venue of the festival, buckled under the pressure and cancelled the event. Now the reading is to be held at another venue on Friday -- under police protection.

Protecting the Public from Poison and Temptation

But as a society, we seem content with the fact that our politicians, opportunistic as they have become, are struggling under the same weight. And as far as the politically correct media is concerned, it hardly functions any longer.

Until now, the media was dominated by two archetypes: There was the patronizing governess style, which assumes the public is ignorant and, without being asked to do so, seeks to protect it from poison and temptation. Or there is the energetic denouncing approach, which also assumes the public is dim and focuses on revealing secrets: Mr. Teacher, I've noticed a brown spot, you can't see it with the naked eye, but because I'm so smart I was able to spot it.

Klaus von Dohnanyi, who is to defend Sarrazin as the SPD seeks to expel him, told the Süddeutsche Zeitung newspaper how Germany was overshadowed by its Holocaust history and how a culture had developed whereby anyone saying the words "gene" or "Jew" was automatically considered suspect.

He is right to complain that we shy away from debates which "are commonplace in other countries." Among those is the discussion that "specific ethnic groups" share specific characteristics.

Simply Don't Get It

Debates about identity and cultural dominance are ubiquitous in an increasingly globalized world -- in the United States just as in the United Kingdom, France, the Netherlands or Denmark. Such a debate doesn't exclude cosmopolitanism in the slightest. It merely represents an insistence on maintaining traditions and values. Religion is one of them and it is not something that people will let go of lightly.


These are the passages of Sarrazin's book that I find most interesting. Those which melancholically reflect that Germans are not only demographically working towards their own demise, but also that they are bidding farewell to their cultural and educational background. Whoever calls that racist simply doesn't get it.

But ever since the Sarrazin case, it is clear that intimidation from the politically correct thought police of the media and the threats they issue of casting people out of society no longer work. By now the public has a highly developed instinct for fairness.

The support Sarrazin has received demonstrates this. The Germans are learning. Maybe, one day, the country's newsrooms will catch up with where British colleagues have long been -- a place where debates can be conducted without blinders or language controls.
