Como fazer mais portugueses
O senhor Presidente da República não se cansa de repetir - por tudo e por nada - que nós, os portugueses, somos os melhores do mundo. Talvez. Mas, de certeza, seremos cada vez menos numerosos, se não se tomarem medidas sérias e rapidamente.

Em inércia, a decadência demográfica, já visível, ganhará uma aceleração imparável.

Parecendo preocupados com esta decadência, os senhores deputados lembraram-se de propor a alteração da lei da nacionalidade. Se os portugueses não fazem filhos de origem, facilitemos a adopção da portugalidade pelos estrangeiros que nos procuram.

Em princípio, nada contra. Só que tal método não é suficiente. Como insistimos em não harmonizar as regras de funcionamento da economia tal como os nossos parceiros mais evoluídos - as famosas e incompreendidas reformas estruturais -, não atraímos nem investidores nem trabalhadores em número suficiente para substituir os que de cá não se reproduzem.

Haverá que encontrar outra solução. O que proponho é eficaz, mas duvido de que seja aceite pelos decisores políticos, pois padece do mesmo defeito que os faz rejeitar as reformas estruturais: trata-se de poupar os neurónios a inventar soluções tão originais e ineficazes e, em seu lugar, adoptar o que realmente funciona bem com os nossos parceiros mais avançados.

Ainda assim, segue a sugestão.

Comecemos por olhar para as despesas públicas sociais de apoio à família no ano de 2013. Estas despesas ao contrário das restantes despesas sociais têm sofrido cortes relativos inaceitáveis. Elas representam apenas 1,2% do PIB contra 2,8% na Europa a 12. Pelo contrário, as despesas sociais totais já superam as da Europa a 12: Portugal com 26,6% e Europa a 12 com 25,5%. O peso dos encargos com a família nas despesas sociais totais é de apenas 4,7% em Portugal contra 11,3% na Europa a 12.

Nos últimos 20 anos, esta discrepância aprofundou-se, acompanhando a decadência demográfica que afecta o país.

A taxa de fertilidade em Portugal passou de 1,4 por mulher em 1995 para 1,3 em 2015. Na Europa a 12, a evolução foi inversa: 1,6 em 1995 e 1,7 em 2015. A evolução demográfica, entre 2015 e 2050, implícita nas actuais taxas de fertilidade, é a seguinte. Todos os países da Europa a 12 aumentam a sua população. Alguns países registam taxas elevadas: Suécia 30,1%, Noruega 27,1%, Irlanda 23,0%, RU 19,6 %. Portugal terá uma quebra de população de 12,1%.

Em 2040, teremos quase menos 1 milhão de pessoas. Em 2080, teremos perdido quase 3 milhões (mais de 1/4 da população actual); na Europa, tirando os países do Leste europeu, só Portugal, a Alemanha, a Itália e a Grécia perderão população. A Suécia que em 2015 tinha menos gente do que Portugal, ultrapassa-nos antes de 2020; em 2080, terá pouco menos do que o dobro da população de Portugal. A Áustria ultrapassa-nos nos primeiros anos na década de 2030. A Noruega, que tem agora metade da população portuguesa, terá em 2080 apenas menos 40.000 pessoas.

A situação demográfica na Europa reflecte bem a estrutura das despesas sociais.

A posição bastarda a que foi remetida em Portugal a política de apoio à família e à reprodução tem o seu reflexo na evolução demográfica do país.

O que parece funcionar bem na Europa, para estimular a natalidade, é o apoio generoso às famílias (sobretudo as mais pobres) e em especial às mães sozinhas. Isto faz-se sem receio e à custa de desincentivar a saída das mães do mercado de trabalho. (Em 2014, no Reino Unido, apenas 58% das mães sozinhas entre, os 15 e os 64 anos, estão empregadas; na Irlanda, o valor é 46 %. Em Portugal, atinge-se 70%.)

As Theresa May forms a minority government and our Brexit negotiations finally begin, one very important issue has completely disappeared from view.

The Leave campaign would not have won were it not for the vital issue of taking back control of our borders and stopping the free movement of people. Just last week, the Office of National Statistics issued some figures for the UK’s population growth last year. They went largely ignored despite immigration consistently being the top issue for the British public over the last few years.

The figures were truly astonishing and showed the population grew by 538,000 in the year ending 2016. Despite these amazing figures, the BBC made virtually no mention of them and absolutely nobody in what is seen as ‘mainstream’ politics offered the opinion that these numbers might cause a problem. It was pretty much radio silence.
