Homem foi baleado por polícia que fez dois tiros de aviso para o ar
Um agente da PSP baleou no abdómen um indivíduo, de 19 anos, que o ameaçou com uma chave de fendas, depois de ter sido interceptado após uma perseguição, em Lisboa. Operado no Hospital de Santa Maria, o suspeito não corre perigo de vida.
Pelas 02h00 de ontem, dois polícias apeados aperceberam-se de que dois carros circulavam com as luzes apagadas junto ao Centro Comercial Fonte Nova, em Benfica. De imediato solicitaram a presença de um carro-patrulha e, pouco depois, iniciou-se uma perseguição automóvel aos suspeitos.
Assim que se aperceberam da presença da polícia, os condutores das duas viaturas suspeitas, um Citroën Saxo e um Fiat Punto, ambos de cor vermelha, iniciaram uma fuga em alta velocidade, passando vários semáforos vermelhos.
Junto à Azinhaga dos Besouros, para evitar um acidente, o condutor do Fiat parou, fugindo a pé. O passageiro saiu da viatura e ameaçou um agente com uma chave de fendas, com 21,6 cm de comprimento. O agente deu-lhe ordem para largar o objecto e, perante o avanço do suspeito, depois de fazer dois disparos de aviso, para o ar, acabou por disparar em direcção ao indivíduo, acertando-lhe no abdómen. O polícia ligou para o 112, tendo o suspeito sido transportado ao Hospital de Santa Maria.

O alto comissário para a Imigração e Diálogo Intercultural, Rui Marques, disse hoje que Portugal não registou “nenhuma reacção xenófoba séria” desde o especial incremento da imigração, nos anos 90.

OS EUNUCOS QUE NOS TÊM GOVERNADO SÃO OS CULPADOS

«Mais de 30 vândalos» apedrejaram carruagens e ameaçaram revisor
«Mais de 30 vândalos» invadiram domingo, por volta das 7:10 da manhã, o comboio da Linha de Sintra, informou ao PortugalDiário fonte policial. Os arruaceiros foram apanhados sem bilhete e apedrejaram carruagens enquanto fugiam. O revisor de serviço foi ameaçado com uma faca, que lhe foi apontada ao peito, e o pânico instalou-se na estação da Amadora, adianta o Correio da Manhã (CM).
O primeiro comboio parte de Lisboa às 6:00, e neste domingo levava um grupo da zona de Rio de Mouro, escreve o CM. «Passaram a viagem a cantar e a provocar distúrbios, incomodando toda a gente», confirmou fonte policial.
Quando o comboio parou na estação da Amadora e entrou um grupo de revisores, era vê-los a «tentar sair à pressa, com insultos e empurrões pelo meio. E os dois agentes da PSP presentes na carruagem foram impotentes para suster a força de 30 homens em fuga», referiu a mesma fonte.
Assim que conseguiram escapar, os membros do bando começaram a apedrejar a carruagem com pedras que apanhavam na linha dos comboios e instalaram o «pânico» entre as dezenas de passageiros presentes no comboio.
Bandos deste tamanho «infelizmente, estão dentro da média aos fins-de-semana», lamentou um polícia. «Mas já não se assistia ali a esta violência há algum tempo. As pessoas dentro do comboio tiveram de se baixar para fugir às pedras», sublinhou.
O comboio seguiu viagem, mas enquanto alguns elementos do bando se foram embora a pé, outros ficaram à espera do «comboio seguinte», apesar de terem a PSP do Monte Abraão já à sua espera.
Cenas de violência repetiram-se
As cenas de violência repetiram-se e desta vez também os polícias foram atingidos com pedras. Houve ainda um revisor dos Comboios de Portugal (CP) que «mal se aproximou de um dos elementos, foi logo afastado pela lâmina de uma navalha encostada ao peito», contou uma das testemunhas, lê-se no CM.
O grupo só dispersou quando um agente deu dois tiros para o ar.
Aumento da criminalidade «é falso»
Contactada pelo PortugalDiário, a porta-voz do comando metropolitano de Lisboa da PSP, a sub-comissária Paula Monteiro, desmentiu a informação avançada no Correio da Manhã de que a criminalidade se tem vindo a acentuar na Linha de Sintra. «É falso», afirmou Paula Monteiro.
«De acordo com os nossos dados, entre Janeiro e Agosto de 2006 registaram-se 164 crimes. No mesmo período de 2007, registaram-se 143 crimes. Isto significa que a criminalidade da Linha de Sintra diminuiu 13 por cento», avançou a sub-comissária ao PDiário.
Do incidente, «resultou uma detenção», informou. «O detido foi notificado para comparecer ao Tribunal de Pequena Instância Criminal», segundo fonte policial, mas acabou libertado, escreve o CM.
Como combater criminalidade na Linha de Sintra?
O presidente da distrital de Lisboa da Associação Sócio-profissional da PSP, Nélson Brito, adiantou que «quem se dedica a estes furtos, quer a actuar em grupo, quer sozinhos, são jovens entre os 12 anos e os 18», avança a Lusa.
Para combater a criminalidade na linha de Sintra, Nelson Brito defende: «Ou se duplica o efectivo da esquadra, ou então, com o sacrifício dos elementos, que se aplique o sistema de remunerados».
O sindicalista aponta os remunerados como uma forma de «diminuir em 80 por cento a criminalidade na Linha de Sintra».
«Se existissem remunerados nas estações do Cacém, Reboleira, Entrecampos e Damaia, os revisores actuavam de outra maneira, por saberem que tinham apoio nestas estações, e nós, pessoal que está ao serviço, sabíamos que estavam lá colegas e se fosse preciso alguma coisa comunicávamos entre nós», sublinhou.
Para o agente, aliar este sistema a um melhoramento dos meios, fardas mais adequadas, computadores novos na esquadra e melhores sistemas de telecomunicações, permitiria um melhor desempenho da polícia e consequente diminuição da criminalidade na linha de Sintra.

OS CUSTOS DO EX-IMPÉRIO, AQUÉM E ALEM MAR
Antonio Mazzitelli, da UNODC (a agência da ONU para a luta contra a droga e o crime organizado), explicou que a Guiné-Bissau está a ser utilizada como local de armazenamento temporário e posterior redistribuição. Esta suspeita das autoridades é reforçada pelo volume crescente das apreensões. Recentemente, foi capturada uma carga de 1,3 toneladas de cocaína. Meses antes, uma apreensão de 700 quilos levou à detenção de um oficial do exército guineense.
Outros exemplos mostram a dimensão do problema: num só voo para Amesterdão, proveniente de um país da região da África Ocidental, 22 passageiros transportavam droga.
Portugal vai disponibilizar, por seu lado, 694 mil euros por ano durante os três anos previstos de execução do plano de combate ao narcotráfico na Guiné-Bissau, perfazendo um total de cerca de dois milhões de euros.

A jovem foi esmurrada, atirada ao chão e arrastada pelo pescoço.

SEF de Faro leva a tribunal egípcios que tentavam legalização com documentos falsos (actualizada)
Segundo um comunicado do SEF divulgado esta tarde, as detenções tiveram lugar depois de terem sido detectadas irregularidades nos documentos apresentados na Direcção Regional de Faro do SEF por parte dos 11 egípcios que pretendiam regularizar a sua permanência no país.
«Apurou-se que os cidadãos, quase todos recém-chegados de França, se dirigiram ao SEF atraídos pela possibilidade de legalização que a nova Lei de Estrangeiros lhes proporcionaria», acrescentou o SEF.
Segundo um comunicado do SEF divulgado esta tarde, as detenções tiveram lugar depois de terem sido detectadas irregularidades nos documentos apresentados na Direcção Regional de Faro do SEF por parte dos 11 egípcios que pretendiam regularizar a sua permanência no país.

Jovens migrantes são mais infelizes e afastados do pai

Um inquérito realizado a 1037 alunos, entre os 11 e os 20 anos, residentes em bairros carenciados de Lisboa e de três concelhos limítrofes - com um elevado número de famílias oriundas dos países africanos lusófonos - revela que os adolescentes e jovens migrantes são menos saudáveis, que um terço deles não faz três refeições por dia. E que a maioria mora com seis ou mais pessoas na mesma casa, mas não vive com o pai.
A média do estudo aponta para um retrato jovens com mais de cinco irmãos, que admitem ter dificuldades de comunicação com o pai. E que, como em grande parte dos casos, a mãe trabalha diariamente e por muitas horas fora de casa, acabam por criar relações de cumplicidade e de maior afecto com as avós que desempenham várias funções no acompanhamento dos netos.
Muitos filhos, sem posses
Estas são apenas algumas das conclusões do estudo "Comportamentos de Saúde de adolescentes migrantes e o efeito protector da relação com os avós", realizado por Tânia Gaspar e Margarida Matos, investigadoras da Faculdade de Motricidade Humana da Universidade Técnica de Lisboa, em 12 escolas públicas de zonas carenciadas em Lisboa (Marvila), Oeiras, Loures e Amadora.
Um dos dados simétricos deste mesmo estudo diz respeito às carências económicas destes rapazes e raparigas, associadas ao elevado número de elementos do agregado familiar que vive sob o mesmo tecto.
São 33% os jovens migrantes que assinalaram pertencer a famílias com "não muito boa" ou "má situação financeira", face a 16% dos estudantes de nacionalidade portuguesa que responderam ao mesmo inquérito. A percentagem é equivalente à apresentada sobre a coabitação com seis ou mais familiares - é maior nos núcleos de migrantes.
Assim sendo, não é difícil de adivinhar que seja abissal a diferença relativa à taxa de natalidade dentro das famílias nas migrantes 14% dos jovens têm entre cinco e dez irmãos, o que apenas 4% dos colegas portugueses assinalaram.
Infelizes e isolados
Um indicador distinto refere-se à dieta alimentar. Apenas 65,5% dos jovens migrantes costumam tomar o pequeno-almoço, almoço e jantar - as três refeições tidas como obrigatórias -, face aos 85,4% de alunos nacionais.
Os dados recolhidos mostram que estes jovens se sentem mais infelizes - 30% falam em "percepção de infelicidade" face a apenas 22% dos portugueses. E são o dobro os que manifestam "grave angústia", ao revelarem sentir-se (quase sempre) tão tristes que não aguentam.
Por todo este contexto, os jovens migrantes são também os que mais demonstraram assumir comportamentos de risco (ler texto em baixo). Dados que segundo afirmou Margarida Gaspar, uma das autoras do estudo, não podem ser usados para se aumentar o estigma que recai sobre eles. "A ideia geral deste estudo é exactamente oposta os contextos sociais desfavorecidos geram algum agravamento da saúde e dos comportamentos ligados ao risco nos adolescentes", disse ao JN.
A autora realça, no entanto, que estas condições geram "sobretudo muito isolamento, muita tristeza e muita falta de expectativa no futuro, quando dizem 'quase sempre estou tão triste que acho não aguento'".
O estudo acabou de ser publicado na última semana, na publicação oficial do Instituto Nacional de Estatística dedicado à análise sociológica, e será apresentado nas próximas semanas em diversas palestras internacionais.

Let’s Not Go Dutch
Amnesty's track record in Europe should discourage American imitators.

America is not the only nation debating amnesty for illegal aliens. The issue is a hot topic across the Atlantic as well. On June 8, the Dutch Parliament approved a proposal submitted by Nebahat Albayrak, a Turkish-born member of the Dutch government, to give permanent resident cards to everyone who has been living in the Netherlands since 2001. Albayrak, the junior minister of Justice, who holds dual Dutch-Turkish citizenship, thinks that some 30,000 will benefit from her amnesty, though no one actually knows how many illegal immigrants are in the country.
If previous amnesties in other Western European countries are any indication, the Dutch may be in for a surprise. Two years ago, when Spain announced a collective amnesty for illegal immigrants, the government in Madrid expected that the measure would apply to 300,000 people at most; 800,000 showed up.
Belgium had a similar experience in January 2000, when it granted papers to everyone who had been living in the country illegally for the previous six years. Brussels thought there were 20,000 illegal aliens, but 50,000 applied for amnesty, providing documents, such as doctor’s prescriptions, to prove that they had been living in Belgium in 1994. In 1998, when the Italian government announced an amnesty for what was expected to be “fewer than 38,000” illegal immigrants, it had to hand out residence permits to a staggering 220,000.
Amnesties for illegal immigrants take place at regular intervals in Europe. Each time a government grants one, they invariably say that this will be the last and that from now on all illegal newcomers will be expelled. Of course that never happens.
Since 1974, Western Europe has given permanent resident cards to over 5 million illegal immigrants. France has granted three major amnesties in the past 25 years. Spain has offered six in the past 15 years. Italy voted amnesties in 1988, 1990, 1996, 1998, and 2002. Last year, it agreed on another one that allowed over 500,000 people to stay—a figure the government now wants to expand to 1 million. All these countries belong to the European Union, where there is free movement of persons. An amnesty in one country allows the formerly illegal immigrant to move to other EU member states as well.
The largest collective amnesties have been given in Spain, Italy, and Greece. These EU member states, directly bordering Africa and Asia along the Mediterranean, hope that once an illegal alien has obtained his residence permit he will leave for more affluent welfare states like Germany, Britain, or Scandinavia. The immigrants can legally emigrate to a Shangri-La elsewhere in Europe. And, indeed, most of them do.
In the Netherlands, however, the situation is different. The tulip kingdom by the North Sea is as close to paradise as a welfare seeker can get. Those who obtain permission to stay in Holland do not move on, as they have already tapped one of the richest welfare bonanzas on the continent. Hence the puzzling question: why have the Dutch, who had relatively strict immigration policies until the present government took over last February, suddenly decided to open the floodgates? One of the reasons is the role played by someone granted an American green card last year.
Dutch politics resemble a pendulum. From very liberal until the turn of the century, they swung dramatically to the right in the wake of the murders of Pim Fortuyn, a homosexual politician who favored immigration restriction, and Theo van Gogh, an anarchist moviemaker, in 2002 and 2004 respectively. In the resulting shock, the Dutch had to face the fact that many of their newly arrived neighbors were unwilling to accept Holland’s traditional liberal tolerance.
Consequently, the strict policies of Rita Verdonk, the minister for integration and immigration in the previous center-right government, initially drew almost unanimous support. “Nederland is vol” (The Netherlands are full), the Dutch said. “Iron Rita,” a former prison director and head of the state security services, aimed to discourage any non-European fortune seeker from entering, and for a while, the Netherlands had the most uncompromising immigration policies in Europe. Verdonk, a member of the center-right Dutch Liberal Party VVD, even expelled alleged asylum seekers who had already acquired permanent resident cards and sometimes even Dutch citizenship. She took their cards and their citizenship away if they had lied about their real identities or true reasons for entering the country. According to Verdonk, there was no place in Dutch society for people who cheated their way in.
Though Verdonk was reviled by political opponents as a far-right populist, she retained her party’s support until May of last year when it was discovered that Ayaan Hirsi Ali, the most famous Dutch politician at home and abroad and a member of Verdonk’s own VVD, was one of the cheaters who had lied their way into the Netherlands and Dutch citizenship.
Ali had come to the Netherlands in 1992 and had obtained political asylum because she claimed to have arrived directly from war-torn Somalia. In reality, although born in Somalia to a prominent, wealthy family, she had been living in Kenya and Germany for the previous 12 years. To disguise her real identity, she used a false name, calling herself Ali instead of Magan, her real name. She also gave the Dutch authorities a false date of birth.
While in the Netherlands, Magan, from then on known as Ali, studied politics. A few years later, she became a Dutch citizen. She gained a reputation as an outspoken critic of Islam and of religion in general and as an activist for women’s rights, including abortion. In 2003, she was elected a member of the Dutch Parliament. One year later, she became a global icon of resistance to Islamism when van Gogh was murdered by a Muslim fanatic who left death threats for her on his body. Van Gogh and Hirsi Ali had just finished making a movie entitled “Submission,” about discrimination against women in Muslim societies. They were planning a second movie, “Submission 2,” about the “Muslim intolerance towards homosexuals.”
For the liberal Dutch, and indeed for many elsewhere in the West, including Reader’s Digest, which elected her “European of the Year,” Ali became the Jeanne d’Arc of liberal secularism against Islamism. But when, in May of last year, Dutch television revealed that Magan aka Ali had given false information to enter the Netherlands, Minister Verdonk declared that the immigration rules applied to her as much as to others. Since Ali had committed “identity fraud,” she had not legitimately acquired Dutch citizenship, Verdonk argued. She moved to annul her citizenship, whereupon Ali resigned from Parliament. Wouter Bos, the Labor Party leader, who is the current Dutch minister of finance, recently said that he wants to turn the Netherlands into an international center of Sharia banking, next to Dubai and London.
Minister Albayrak told Parliament that the amnesty for everyone who has been living in the Netherlands since 2001 implies that illegal aliens who entered after 2001 have to be expelled. But she knows that this is not going to happen because the government needs the collaboration of the local authorities to track down illegal aliens. Many mayors, especially those belonging to Albayrak’s own Labor Party, have already announced that they will refuse to assist the government in their search for the immigrants.
Amsterdam, Rotterdam, Utrecht, The Hague, and Eindhoven—the five largest cities in the country—refuse to “organize manhunts on illegal immigrants.” Ernst Bakker, the mayor of Hilversum, the town where Fortuyn was murdered, told the Dutch press that providing the list of illegal aliens to the government amounts to “betrayal, informing.” It reminds him of “Nazi methods.”
Some Americans might be inclined to think that an amnesty for illegal immigrants who have already been living in the country for many years might be a good idea, on the condition that it be the final one. But the European experience teaches us that governments always underestimate the number of people who can apply for an amnesty, and that amnesties do not close floodgates, they open them.

America is not the only nation debating amnesty for illegal aliens. The issue is a hot topic across the Atlantic as well. On June 8, the Dutch Parliament approved a proposal submitted by Nebahat Albayrak, a Turkish-born member of the Dutch government, to give permanent resident cards to everyone who has been living in the Netherlands since 2001. Albayrak, the junior minister of Justice, who holds dual Dutch-Turkish citizenship, thinks that some 30,000 will benefit from her amnesty, though no one actually knows how many illegal immigrants are in the country.
If previous amnesties in other Western European countries are any indication, the Dutch may be in for a surprise. Two years ago, when Spain announced a collective amnesty for illegal immigrants, the government in Madrid expected that the measure would apply to 300,000 people at most; 800,000 showed up.
Belgium had a similar experience in January 2000, when it granted papers to everyone who had been living in the country illegally for the previous six years. Brussels thought there were 20,000 illegal aliens, but 50,000 applied for amnesty, providing documents, such as doctor’s prescriptions, to prove that they had been living in Belgium in 1994. In 1998, when the Italian government announced an amnesty for what was expected to be “fewer than 38,000” illegal immigrants, it had to hand out residence permits to a staggering 220,000.
Amnesties for illegal immigrants take place at regular intervals in Europe. Each time a government grants one, they invariably say that this will be the last and that from now on all illegal newcomers will be expelled. Of course that never happens.
Since 1974, Western Europe has given permanent resident cards to over 5 million illegal immigrants. France has granted three major amnesties in the past 25 years. Spain has offered six in the past 15 years. Italy voted amnesties in 1988, 1990, 1996, 1998, and 2002. Last year, it agreed on another one that allowed over 500,000 people to stay—a figure the government now wants to expand to 1 million. All these countries belong to the European Union, where there is free movement of persons. An amnesty in one country allows the formerly illegal immigrant to move to other EU member states as well.
The largest collective amnesties have been given in Spain, Italy, and Greece. These EU member states, directly bordering Africa and Asia along the Mediterranean, hope that once an illegal alien has obtained his residence permit he will leave for more affluent welfare states like Germany, Britain, or Scandinavia. The immigrants can legally emigrate to a Shangri-La elsewhere in Europe. And, indeed, most of them do.
In the Netherlands, however, the situation is different. The tulip kingdom by the North Sea is as close to paradise as a welfare seeker can get. Those who obtain permission to stay in Holland do not move on, as they have already tapped one of the richest welfare bonanzas on the continent. Hence the puzzling question: why have the Dutch, who had relatively strict immigration policies until the present government took over last February, suddenly decided to open the floodgates? One of the reasons is the role played by someone granted an American green card last year.
Dutch politics resemble a pendulum. From very liberal until the turn of the century, they swung dramatically to the right in the wake of the murders of Pim Fortuyn, a homosexual politician who favored immigration restriction, and Theo van Gogh, an anarchist moviemaker, in 2002 and 2004 respectively. In the resulting shock, the Dutch had to face the fact that many of their newly arrived neighbors were unwilling to accept Holland’s traditional liberal tolerance.
Consequently, the strict policies of Rita Verdonk, the minister for integration and immigration in the previous center-right government, initially drew almost unanimous support. “Nederland is vol” (The Netherlands are full), the Dutch said. “Iron Rita,” a former prison director and head of the state security services, aimed to discourage any non-European fortune seeker from entering, and for a while, the Netherlands had the most uncompromising immigration policies in Europe. Verdonk, a member of the center-right Dutch Liberal Party VVD, even expelled alleged asylum seekers who had already acquired permanent resident cards and sometimes even Dutch citizenship. She took their cards and their citizenship away if they had lied about their real identities or true reasons for entering the country. According to Verdonk, there was no place in Dutch society for people who cheated their way in.
Though Verdonk was reviled by political opponents as a far-right populist, she retained her party’s support until May of last year when it was discovered that Ayaan Hirsi Ali, the most famous Dutch politician at home and abroad and a member of Verdonk’s own VVD, was one of the cheaters who had lied their way into the Netherlands and Dutch citizenship.
Ali had come to the Netherlands in 1992 and had obtained political asylum because she claimed to have arrived directly from war-torn Somalia. In reality, although born in Somalia to a prominent, wealthy family, she had been living in Kenya and Germany for the previous 12 years. To disguise her real identity, she used a false name, calling herself Ali instead of Magan, her real name. She also gave the Dutch authorities a false date of birth.
While in the Netherlands, Magan, from then on known as Ali, studied politics. A few years later, she became a Dutch citizen. She gained a reputation as an outspoken critic of Islam and of religion in general and as an activist for women’s rights, including abortion. In 2003, she was elected a member of the Dutch Parliament. One year later, she became a global icon of resistance to Islamism when van Gogh was murdered by a Muslim fanatic who left death threats for her on his body. Van Gogh and Hirsi Ali had just finished making a movie entitled “Submission,” about discrimination against women in Muslim societies. They were planning a second movie, “Submission 2,” about the “Muslim intolerance towards homosexuals.”
For the liberal Dutch, and indeed for many elsewhere in the West, including Reader’s Digest, which elected her “European of the Year,” Ali became the Jeanne d’Arc of liberal secularism against Islamism. But when, in May of last year, Dutch television revealed that Magan aka Ali had given false information to enter the Netherlands, Minister Verdonk declared that the immigration rules applied to her as much as to others. Since Ali had committed “identity fraud,” she had not legitimately acquired Dutch citizenship, Verdonk argued. She moved to annul her citizenship, whereupon Ali resigned from Parliament. An emergency all-black school is to open in Dublin to cater for the children of African immigrants who have failed to secure places in the overloaded Irish education system.
Mary Hanafin, the Education Minister, said that the problems in the north Dublin suburb of Balbriggan reflected bad planning amid rapid population growth, not racist attitudes at existing schools. She vowed to get the new school integrated with white students as soon as possible.
“I would not like to see a situation developing where it is an all-black school, so it’s something to keep an eye on for next year’s enrolments,” Ms Hanafin said.
However, the head of the organisation providing the new school said that it was a concern because demand was coming from a specific sector of Ireland’s ethnic minority. “Almost all of the people applying appear to be of black skin and that is a worrying phenomenon,” said Paul Rowe, the chief executive of Educate Together, a charity that provides an alternative to faith-based education.

Mr Rowe said that Educate Together was asked to establish the emergency school by the Irish Government’s education department on August 27. Bracken Educate Together National School will open on September 17 with a principal and four classes catering for about 70 children.
A meeting in Balbriggan over the weekend for families who had failed to secure places for their children in Balbriggan’s schools was attended by parents mainly of African origin.
The parents said that they had tried to get their children into local schools but were told that all places had to be reserved by February. Almost all the children are Irish citizens.
But some questioned why white families who had moved into the town this year had managed to overcome the registration deadlines to get their children into schools.
Others complained that Ireland’s school system was discriminating against them on the basis of religion. The law permits schools run by the Roman Catholic Church to discriminate on the basis of whether a prospective student has a certificate confirming that they were baptised into the faith.
Some of the African applicants were Muslim, members of evangelical Protestant denominations or of no religious creed. But Ms Hanafin insisted that schools were doing their best and were not applying racist criteria. The crisis is a symptom of Ireland’s economic boom, where development of new housing has raced ahead of poorly planned infrastructure and services.
More than 25,000 Africans have settled in Ireland since the mid1990s. Most arrived as asylum-seekers and many took advantage of Ireland’s law – unique in Europe – of granting citizenship to parents of any Irish-born child. The provision ended after a referendum in 2004.
Mr Rowe said that this was the second school his charity was opening this month. In the other, in Lucan, another town in the Dublin commuter belt, there were also high numbers of children from ethnic minorities.
