TH Greek government has been advised by British economists to leave the euro and default on its €300 billion (£255 billion) debt to save its economy.
The Centre for Economics and Business Research (CEBR), a London-based consultancy, has warned Greek ministers they will be unable to escape their debt trap without devaluing their own currency to boost exports. The only way this can happen is if Greece returns to its own currency.
Greek politicians have played down the prospect of abandoning the euro, which could lead to the break-up of the single currency.
Speaking from Athens yesterday, Doug McWilliams, chief executive of the CEBR, said: “Leaving the euro would mean the new currency will fall by a minimum of 15%. But as the national debt is valued in euros, this would raise the debt from its current level of 120% of GDP to 140% overnight.
“So part of the package of leaving the euro must be to convert the debt into the new domestic currency unilaterally.”
Greece’s departure from the euro would prove disastrous for German and French banks, to which it owes billions of euros.
McWilliams called the move “virtually inevitable” and said other members may follow.
“The only question is the timing,” he said. “The other issue is the extent of contagion. Spain would probably be forced to follow suit, and probably Portugal and Italy, though the Italian debt position is less serious.
“Could this be the last weekend of the single currency? Quite possibly, yes.”

Tensions rise as jobless migrants are blamed for the pain in Spain
The food bank in Vic, 40 miles north of Barcelona, occupies an old bakery in a side street. Each day hundreds of unemployed stream in to collect handouts of bread, milk, pasta and other necessities. The overwhelming majority are immigrants, predominantly Moroccans and sub-Saharan Africans who flocked to Vic in the past few years to work on building sites or in the huge pig farms and meat factories that surround the town and give it its distinctive smell.
At least 10,000 came, swelling Vic’s population by a quarter. They did the hard, dirty work and were welcomed. Not any more. Half lost their jobs when Spain’s construction bubble burst in 2008 and brought the good times to an abrupt end.
A deeply unpopular €15 billion (£12.7 billion) austerity package rushed through parliament yesterday will make life even harder. On top of that, the immigrants are now the target of Platform for Catalonia, Spain’s equivalent of the BNP, which is based in Vic. “Control immigration — stop the crisis,” its leaflets proclaim.
“They insult us. They say maybe we’re the cause of the crisis, that we take their jobs. It’s not fair and it’s not nice,” said Mercy Omoroagbon, 30, as she collected her handout. She arrived from Nigeria in 2002, lost both her cleaning jobs last year and now lives off the charity of friends.
“They say the Spanish can’t work because of the immigrants. It’s not true. We did the work the Spanish didn’t want or wouldn’t do,” said Joy Ekechukwu, 33, another Nigerian who came to Spain 11 years ago, lost her factory job and now struggles to support her two young children.
Our previous stop was Bergamo, in the foothills of the Italian Alps. An early-morning flight from Milan took us to Vic, in the foothills of the Pyrenees, but the similarities end there. Bergamo is a rich city waiting for the hard times to begin. Vic is already in deep distress.
Unemployment is 16 per cent, which is better than the national average of 20 per cent because meat is Vic’s biggest industry and people have to eat. Property prices have slumped 30 to 40 per cent, 500 homes have been repossessed and new houses and apartments stand empty.
“The economy here is pretty dreadful,” said Xavier Troy, a bar manager.
The new austerity measures will cut the pay of Vic’s 400 civil servants, stop the council taking out bank loans for building projects and freeze state pensions. The town’s revenues fell 10 per cent in 2009 and were set to fall another five points this year even before this latest belt tightening.
Locally and nationally, trade unions are planning strikes and demonstrations, saying that Spain must reduce its 11 per cent budget deficit, but that the rich should bear the burden.
“It’s class war here. Those who earn more should pay more in taxes,” said Miguel Sánchez, leader of the Workers Commission in Vic.
More ominously, the Platform is using the crisis to foment hostility towards immigrants, threatening Spain’s reputation for tolerance.
“We call it an invasion,” says Josep Anglada, 50, the Platform’s president, a snappily dressed former property salesman who is one of his party’s four councillors in Vic and one of nineteen across Catalonia.
He does not mince his words. Sitting outside a bar in Vic’s elegant old Plaza Mayor, he blames immigrants for rising crime, drug trafficking and delinquency, and for all manner of antisocial behaviour because “they are used to living in the jungle.
“Immigrants bring nothing positive. They receive much more than they contribute to the State,” he says. All illegal immigrants should be expelled and the long-term unemployed repatriated.
Spain has had little time for hard-right parties since General Franco’s dictatorship ended in 1975 but the Platform’s foes admit that it is gaining strength. They will stage an anti-racism demonstration in the Plaza Mayor tomorrow.
“There’s been a rise in tension and there’s potential for xenophobic confrontation,” said Antoni Iborra, a lawyer working with Vic’s immigrants who says they have been barred from some bars and discos.
Josep Burgaya i Riera, Vic’s deputy mayor, said: “They’re using the crisis to try to whip up anti-immigrant feeling. They throw petrol on the fire. There’s no violence on the streets but there’s a sense of bad feeling.”
The economic crisis is acute. The unions are mutinous. Racial tensions are rising. In every sense Vic, like Spain, faces a long hot summer.

Professor suspenso por suspeita de assédio a aluna

Um professor, com cerca de 70 anos, da Escola EB 2,3 de Fitares, Rio de Mouro, foi suspenso e impedido de entrar nas instalações. Em causa está uma acusação de assédio feita por uma aluna, segundo apurou o DN. O Ministério da Educação confirmou que o docente "foi suspenso preventivamente" pela Direcção Regional de Lisboa. E que está a decorrer um processo disciplinar, não revelando o teor da investigação.
Os colegas do professor não acreditam, no entanto, que a acusação seja verdadeira. "É uma retaliação por ele ter tido um problema com um aluno que o tentou agredir", refere um docente que preferiu o anonimato. Os colegas temem ainda o que pode acontecer a este professor devido ao estado de fragilidade emocional em que ele se encontra.
Esta não é a primeira vez que este docente tem problemas com os estudantes. Já há algum tempo, tinha sido agredido e insultado durante uma aula. "Há tempos, um aluno atirou-lhe com um telemóvel e insultou-o. Mas a escola não abriu nenhum processo", conta o professor da mesma escola. O processo seria aberto mais tarde depois de uma denúncia feita à Inspecção-Geral da Educação, acrescenta a mesma fonte. A direcção da escola recusa fazer comentários.
A denúncia contra o aluno terá sido o motivo que levou outra estudante da mesma turma a acusar o docente de assédio sexual, dizem os professores. "Isto é uma grande cabala", acrescentam.
Os docentes acusam ainda a direcção da escola de não os defender e dar sempre razão aos alunos. "O clima na escola está impossível e quem paga sempre são os professores", aponta um dos que falou ao DN. Nas críticas ao ambiente da escola, os docentes não esquecem o colega que se suicidou em Fevereiro (ver caixa).
Se o professor vier a ser considerado culpado pode ser suspenso definitivamente, expulso ou demitido. Isto de acordo com o Estatuto da Carreira de Docente, tal como explicou ao DN o advogado Luís Filipe Carvalho.
"Segundo o Estatuto, a suspensão preventiva só pode ser aplicada aos casos mais graves, ou seja, aqueles que podem ser punidos com pena de suspensão, demissão ou expulsão", indica o advogado. Como o professor acabou por ser suspenso pela Direcção Regional de Educação de Lisboa e Vale do Tejo, isso indica que caso seja considerado culpado pode vir a ser demitido e expulso da escola de Fitares.

«A Manela não apresenta mais o jornal. Mas não digas nada». Foi assim que Sócrates soube, através de Armando Vara, da saída de Manuela Moura Guedes da apresentação do Jornal de Sexta. No entanto, à Comissão de Inquérito, o 1.º-ministro disse que só soube do facto pela comunicação social

Foi com este sms que Armando Vara, às 12h26 do dia 3 de Setembro de 2009, informou José Sócrates da suspensão do Jornal Nacional de 6.ª da TVI. Nas respostas à comissão parlamentar de inquérito ao caso PT/TVI, o primeiro-ministro respondeu, porém, que soube pela comunicação social.
«Quando soube que Moura Guedes deixaria de apresentar o Jornal Nacional e da decisão de suspensão do Jornal Nacional? Como obteve essas informações e quem lhas transmitiu?» – questionaram o PCP e o PSD. «Tomei conhecimento disso quando tais factos foram divulgados nos meios de comunicação social» – respondeu o primeiro-ministro.
Segundo uma pesquisa feita pelo SOL, as primeiras notícias sobre a suspensão do programa de Moura Guedes só surgiram depois das 13h daquele dia 3 de Setembro.
Na SIC, a informação surgiu às 13h11 (em nota de rodapé como informação de «Última Hora»). No SOL Online a primeira notícia foi às 13h14.
O afastamento de Manuela Moura Guedes do ecrã foi comunicado a Vara às 12h25 pelo seu amigo e empresário Joaquim Oliveira (líder do grupo Controlinveste, dono do DN/JN/TSF) que lhe pediu reserva pois a notícia ainda não era oficial. Poucos segundos depois, Vara enviou o referido sms a Sócrates.

Nas respostas à comissão parlamentar de inquérito ao caso PT/TVI, o primeiro-ministro respondeu, porém, que soube pela comunicação social.
«Quando soube que Moura Guedes deixaria de apresentar o Jornal Nacional e da decisão de suspensão do Jornal Nacional? Como obteve essas informações e quem lhas transmitiu?» – questionaram o PCP e o PSD. «Tomei conhecimento disso quando tais factos foram divulgados nos meios de comunicação social» – respondeu o primeiro-ministro.
Segundo uma pesquisa feita pelo SOL, as primeiras notícias sobre a suspensão do programa de Moura Guedes só surgiram depois das 13h daquele dia 3 de Setembro.
Na SIC, a informação surgiu às 13h11 (em nota de rodapé como informação de «Última Hora»). No SOL Online a primeira notícia foi às 13h14.
O afastamento de Manuela Moura Guedes do ecrã foi comunicado a Vara às 12h25 pelo seu amigo e empresário Joaquim Oliveira (líder do grupo Controlinveste, dono do DN/JN/TSF) que lhe pediu reserva pois a notícia ainda não era oficial. Poucos segundos depois, Vara enviou o referido sms a Sócrates.

Contudo, ao mesmo tempo que deu com uma mão, a organização tirou com a outra, prevendo que o desemprego não baixe dos dez por cento tão cedo (ver caixa) e avisando que, se tudo se mantiver como agora, Portugal perderá mais 15 anos sem resolver alguns dos seus principais problemas: crescimento fraco e um défice público elevado.
