Biografia
Rosa Monteiro nasceu em Coimbra a 20 de dezembro de 1972. Licenciou-se em sociologia na Faculdade de Economia da Universidade de Coimbra e fez mestrado em Famílias e Sistemas Sociais no Instituto Miguel Torga, de Coimbra. Doutorou-se em 2011 em Sociologia do Estado, Direito e Administração, na Faculdade de Economia da Universidade de Coimbra e Centro de Estudos Sociais da Universidade de Coimbra, com uma dissertação intitulada «Feminismo de Estado em Portugal: mecanismos, estratégias, políticas e metamorfoses».
É investigadora do Centro de Estudos Sociais da Universidade de Coimbra, no Núcleo de Políticas Sociais, Trabalho e Desigualdades e docente do ensino superior, no Instituto Superior Miguel Torga, em Coimbra.
É perita em Igualdade de Género e estudos sobre as mulheres, reconhecida pelo Instituto Europeu para a Igualdade de Género.
Foi vice-presidente da Associação Portuguesa de Estudos sobre as Mulheres entre 2012 e 2015.
Integrou as equipas de investigação que avaliaram políticas públicas no domínio da igualdade, designadamente, o II e o III Planos Nacionais para a Igualdade, e a integração da perspetiva da Igualdade de Género nos Fundos Estruturais no anterior quadro comunitário (QREN 2007-2013). Tem desenvolvido projetos de investigação e de investigação ação no domínio das políticas locais de igualdade, dos mecanismos oficiais para a igualdade, e das migrações.
Foi vereadora na Câmara Municipal de Viseu entre 2013-2017. Foi técnica especialista para a área da igualdade de género e cidadania no Gabinete do Ministro Adjunto desde 2015 até outubro de 2017.

Packing away her metal trays of breads and biscuits in Chemnitz’s Peukert bakery, famous for its century-old recipes, the shop assistant says she is glad it is closing time. Outside, police and protesters are gathering ahead of the latest far-right rally. “We’ve been here before,” she says, pulling down the window blinds and shrugging, saying that the insurers will pay for any damage. “Thirty years ago we also had to tell the state what’s what.”
“It’s just like way back then,” the woman, who declined to give her name, says of the 1989 protests that brought down the communist German Democratic Republic (GDR). “It feels like no one really listens to us ordinary folk, which is why people are on the streets again.”
Chemnitz, in the east German state of Saxony, has been the stage for far-right protests since the murder last Sunday of a 35-year-old man, for which an Iraqi and a Syrian man are being held in custody. The violent demonstrations made headlines around the world and are quickly earning the city a reputation as a neo-Nazi stronghold in which foreigners are not welcome.
